Comparative analysis of national frameworks versus the World Bank's new Environmental and Social Framework (ESF) standards (ESS1, ESS2, and ESS3) – Afghanistan
SES was awarded a contract by the World Bank the implementation of the above review and training. Activities include 1- the review of 22 World Bank projects under implementation in Afghanistan and the development of a related portfolio review report, 2- the review of the national regulatory framework in Afghanistan against the new Environmental and Social Framework of the World Bank and 3- the development and implementation of a training program to strengthen environmental and social safeguards at implementing agencies.
Independent 3rd Party Monitoring of ESMF Compliance – Afghanistan,
SES provided consultancy services for Independent Third-Party Monitoring of Environmental and Social Management Framework Compliance for the Irrigation Restoration and Development Project (IRDP) in Afghanistan. The project is funded by the Ministry of Energy and Water through the World Bank and comprises 4 components which are: Rehabilitation of Irrigation Infrastructure, Small Dam Development, Establishment of Hydro-Meteorological Facilities and Services, and finally Support for Project Management, Construction Supervision, Monitoring and Evaluation and Institutional Strengthening. The main role of SES is to monitor and report its findings on Environmental and Social Management Plan (ESMP) implementation and Environmental and Social Management Framework (ESMF) compliance to the deputy Minister of Energy and water as well as to conduct a social audit of any land acquisition and resettlement action plan (LARAP) implementation. In addition to the social audit, SES is responsible for the assessment of the extent of delivery of appropriate compensation and resettlement entitlements to Affected people (AP) and the assessment of the effectiveness of monitoring efforts in tracking impact mitigation and livelihood re-establishment.
